Maybe it is supposed to be like Breen, how he is now strong with power. Look at the weird black tubes. It may mean he was being controlled by the combine. You know how some artists are, like to make a purpose in art and always make it hard to see what the purpose is.

Correct. Originally kids were supposed to power the "Cremator" enemy with a flamethrower but that was cut. It was just replaced with the reproduction barrier so all the kids grew up and no more were born.
