If the subforum is locked, then you should be free to post about GTAIV in the GGD.
The subforums created when a game is so popular at a time being that people spam the GGD with threads relating to that game.
Why do you rage so much, you could've just answered his question, and let the thread die. If you're going to be butthurt every time someone does not know 100% of what's going on in these forums, then I suggest you buy a buttplug and get used to being stuffed up all the time.
