Everything has a reason and a logic behind.
To do such things I guess they need to pull in some resources or get some arrangements done, maybe this year it just haven't been possible, or better argument, it had too little effect.
I mean, Steam is reaching new peaks of users, both online and total. Sure, a guy getting 10 games for free, possibly 10 big 50$ titles, is christmasy and generous and all, but when you have millions of users, a promotion that won't even affect a single percent of them feels both ineffective to the company and the community. Company feels like community doesn't give 2 damns about such promotion, as it's like tossing a stack o cash into a tightly packed crowd (except noone can kill anyone over it) that can rivalise with Time's Square , and community feels like it's meaningless since they just have a tiny chance to win big, like a free lottery that you barely have to do anything to attend to.
Cool on paper, weak in execution. They only way to make it work better would be a new model, like working on daily activities with a chance to get a single game of choice from wishlist or something, but that requires a stellar plan, that if possible, might've set aside for something much more approachable :
More promotions for more titles.
Everyone can access a sale, not everyone will be lucky Steam user that got picked for something. If instead of putting 10 games a day on sale they can put 15, without sacrificing the % off deals, why not do that instead of giving a random guy in the world 10 most pricey games he could find on Steam that he put in wishlist just so if he happens to be picked, he could earn most off it.
If I were to describe these sales as a party, then these wishlist giveaways would be host going "Allright, every day of the party I will pick 10 random people from this 5 million crowd, and they get a free stripper for entire week", while the route of more promotions instead of giveaways would be "Allright, I changed my mind, no free strippers <boos from crowd>, but 50% more pizza, beverages, dancing floor and hostesses is availiable to everyone!"

They made the daily deals 48 hours to compensate for other people's timezones I think. New deals will prolly start same time tommorow.
As far as voting goes, during the Summer Sale they revealed the winner 30 minutes before the new vote started. Not sure if that's the case here, they would have fixed the timer by now.

I have never seen something go below its Flash/Daily Sale price. If it appears on both, they are typically the same. So no, I dont see it getting any cheaper.
