well the way I see it the inability to unban an account makes it a costly mistake for those stupid enough to hack, meaning it's a huge detterant not to cheat again, as it'll only cost em more and more...

You can't get VAC banned for skins.
He mighta been banned from the server.
You cannot get unbanned by sending a support ticket. There's just no way you get unbanned. Even if you didn't cheat. If you got phished and the phisher cheated on your account, you cannot get unbanned, because your account is your responsibility.
You cannot get banned through any console command or through skins. Although it's not recommended to install skins through an installer (as it can secretly add 'cheats' which can trigger a vac ban).
conclusion: You will not get unbanned if you send them an email or something. You'll have to buy the games again.
Last night I played a server where cheats were active- gravity was set to about 25% and infinite ammo galore. Does that mean I'm going to end up banned? I should think not, it was console commands, not a rewrite of the Steam app

The only time I've ever seen a VAC ban reversed was because someone contacted PC Gamer UK, and I guess they're pretty friendly with Valve so they got it undone. I figure PCG knew the guy before they had it undone..
It was in their magazine ages back, can't remember which.

VAC only bans you if your running something that will modify HL2's .exe
It will not ban for skins or UIs.
It's not the skin, but what came with the skin. That's I don't use skins, it's stupid anyways. If I wanted a skin, I'd make my own. Same for sprays.
impossible to get banned by VAC from your own server when you use godmode or noclip.
