They don't start developing a game month before the announce. They started to make HL2 in 98' and announced in 2003. My friends at Valve said that they started to make EP3 in mid-2006

EP3 is vaporware at this point, expect it to not be released until at least 2012.

I wasn't expecting Valve to show Episode 3 at E3. I am disappointed that they didn't show some gameplay of Portal 2 though. As for the Steam on the PS3, you can use the cross platform chat to troll PS3 users. "Hey, want to play some TF2 later? Maybe we can play some custom maps and get some unloc- oh wait."
