You should also add borders around them too.

Please, don't dismiss. Like I said, I don't know how it works, I just know it happens. Have you ever seen a grass block randomly underground? No other grass blocks anywhere or possible way to get there? That is what I'm saying.

I have one area sectioned off completely and one with water around it.

Restart my server map again, got an idea for a city and the current map is far too messed up to work off of Anyways could someone tell me how to get a flat map? Not completely flat, but flat enough to build a big city on without having to plow out mountains
