Crysis is technically the best. I like Mirror's Edge the most though. And I have to say, Modern Warfare 2 puts out really good graphics without taking up many resources.
Also GTAIV is pretty damn sexy.
Fable 2 has a really cool style and some fantastic views. It's not the prettiest game but it can look great.

The first time I saw Oakvale in 2 I almost cried. Oakvale was my place, I owned all the buildings, I had a wife, I did my trading there. And Reaver sold it out for immortality.
GTA IV for when it was released, but I'd say BadCompany 2 or Crysis.

I actually ran both of them at lower resolutions because the film grain would look unnatural if I didn't.

Red Dead Redemption has the most beautiful scenery tbh.
Morrowind TBH may not be the best but hell I fucking love it but if slap some graphic enhancers that game looks better that Oblivion

I'd say Just Cause 2, especially around the snowy areas; Far Cry 2 (I have a lovely screenshot of a waterfall I found :3:); And, of course, Mirror's Edge

Of the games i've played, Crysis had the best looking outdoor jungle/beach areas. It had the most beautiful water i've ever seen, nicely filtered shadows and nice sunrays. There were loads of vegetation and other objects scattered around, everything felt really detailed. The only downside is that indoor areas looked mediocre because they completely dropped all precalculated lighting, but the engine couldn't handle a large number of lights without huge slowdowns. The indoor areas of the first Far Cry looked better IMO (except for the alien mountain, that was simply amazing). Looks like they're going to completely change that with the Cryengine 3. It has a deferred renderer that can easily chew through huge numbers of lights and they've also implemented some rather good looking realtime global illumination.
Just Cause 2 is another beautiful game. The thing with it though, is that it doesn't try to specialise in one type of environment like most other games, but it has many different environments. There's cities, small villages, military bases, airports, jungle, deserts, snowy mountains, ocean. All of them look great, but they certainly aren't the best looking. One of the reasons for that is that they lack the kind of detail Crysis has, but on the other hand it isn't really needed with Just Cause's gameplay. There's lots of copypasted objects, which makes the jungle look bland, also villages and bases look repetitive. I guess that's just the cost of creating such a big game environment.
Just Cause 2's engine is technically amazing though. The terrain looks great with seamless LOD transitions and great texture blending. You almost never notice any tiling in the terrain textures. The shadow filtering is great with realistic looking penumbras. There's also good looking atmospheric effects and clouds that almost fool you into thinking they're volumetric. There's also soft particles. I love how well they pulled off the antialiasing, it antialiases the transparent textures by default, and 4X AA costs only like 10% of the performance. The best thing about all of this is that it all runs at highly playable framerates on a midrange graphics card.
