Because maybe Valve will have a different spin on the Borealis? The scrapped Borealis and the one seen in Ep 2 are different. The scrapped one is a generic ship at sea with a few holes in it because the Combine launched crap at it, while the Ep 2 one is partially embedded into a glacier and is connected to a Combine base, if the concept art for it is to be believed.
