If Arcane Missiles haven't procced yet, keep blasting until it does.
Then go back to blasting.

Blast 4 times, if it didn't proc on the third, blast again after the fourth, and if it didn't proc again, keep going.
Don't Barrage unless you've blasted 6+ times and your mana is falling like a stone.

take a page from guild wars, and split the spells up into pvp/e versions they've already done it with some things, then they can stop bloody worrying about if they nerf something in pve the class will suddenly be "broken" in pvp and that class forum will spam up OMG I QUIT THE GAME BECAUSE X class IS BORKED

Take a stupid amount of redesigning, all of which needs to be balanced once again.
With the amount of classes and all their spells there no way in hell that this game will ever become properly balanced. As it is now there is somewhat of a balance where every class has at least one pvp viable spec.
they arent dumb they have slot in code like spell designs so basically its just like parsing an xml file containing the spell detials.

A well geared/skilled Enh shammy should out dps a well geared Ele in most fights. Unfortunately, Enh requires a lot more work and skill. (Look at me my EP values are retarded and all my gems and spec changes with my gear and I have a set list of priorities instead of an actual rotation so I can't burn the rotation into my brain I have to sit there and proc watch and debuff watch and refresh a million things and jESus chrisT raid mechanics still exist in all this GOTTA MOVE OUT OF fIRE)

Also it doesn't matter what the best dps is cause you're a shaman you're there to bring buffs not top meters, you're a hybrid dps, you will NEVER top meters.
