I was thinking Panau from Just Cause 2, but then I remembered that they're all poor and under a dictator. Then I thought of Gmod, but you always would run the risk of a mingebag coming into your server and removing/roping/attacking thrusters to your creations. Finally, I thought Mass Effect. The citadel seems to be a popular and peaceful place to live. I'm going to go with Mass Effect.
