I don't see the problem here.
Games for Windows LIVE - Yes, it's shit, we all know. Install it, activate the game, then uninstall it. I believe games can still be played without GFWL.
SecuROM - I think we all know a NO-CD crack will be out in a day to bypass this. (Not hinting at piracy here, since unfortunatly, these cracks are necessary for people who legally purchaced the game to enjoy it).
15 machine install limit - Again, cracks.

Your right for the most part but you still need GFWL to play single player and multiplayer.

But why are we required to do all this to play a game the way it was meant to be played? Why devs shit on us so much?
I already use Games for Windows for GTA IV, so now I'll have another game to use it for.
I just got a new PC so I don't think the install limit will be much of a problem, although it does make me paranoid.
It's not like people won't find a way to crack it. It just people more motivation to not play it, or pirate it.

The way it's stated sounds like only the retail version has SecuROM included, Steam will not have it. That still leaves GFWL, but no download limit. Correct me if I am mistaken though.

Most forms of DRM punishes the legit customer while the pirate still gets better access to the game, without rootkits or install limits. They key to combating piracy is to provide better service than what pirated versions can offer, DRM like SecuROM or Tages does the exact opposite by making the game less available and more of a hassle to use. Steam on the other hand is an excellent example of a well-implemented DRM that benefits the customers by giving better availability (mostly), good support and other features that the pirates won't have.
Also, read above on how install limits kills the used-game market.
