It depends, really. In my opinion I'd say it's not exactly "fair", but if I wanted fair duels I wouldn't be playing this. I'd like it if they DON'T, but when they do I take it as a personal victory even if I lose.
Also, edited the OP to show some of my old example builds and explaining the rationale behind distributing the stats the way I did. Hopefully it'll help new people plan PvP builds out more.

Then again, I think there's a lot to take into consideration. I can't just give a blanket YES IT IS FAIR or NO IT IS NOT.
If I'm in a PvP area that's basically known for being that and I'm at a level that most people aren't at in that location--for example the Undead Burg at SL100--then yeah, I kind of accept that we're in a duel atmosphere so it's in bad form to use them. That being said, if someone's being a dickhole, I have no problem using them. Same if I invade and get double-teamed.
If I'm SL20 in the Depths and I get invaded, then fuck you I'm going to heal if I need to.
really, it's Dark Souls so anything goes. There are unspoken community rules, sure, but it's not like anyone will care if you break them...I usually don't, but that's just personal preference I guess.

you know how when you manually shoot a bow and arrow it eventually curves to the right?
your reticle is a circle with diagonal lines. you can use the bottom right one to line up your shots. The further away they are, the further down the line you go. so if they're really far away, align their head with the very tip of the bottom right line. if they're closer, align with halfway up.

Pretty new to this game (only beat the first boss and got carried by the Raven lol) but I'm guessing dual-wielding swords isn't very viable? I used it to beat the first boss and the enemies fairly well, but now I'm just getting shit on and had to switch back to shield.
Also I started as a warrior. Is this an okay class or should I start with something different before I get too far.
Yeah, there's no point in dual wielding, except MAYBE with Silver Tracer+Gold Tracer, but I doubt you have those yet.

There's a reason they give you a weapon and a shield so early in the game. :P
I enjoy dual-wielding the Abyss Greatsword with a Black Knight Sword just for the novelty of it.

It's all about what level you are and what location you are invading.
Is the Prepare to Die edition content on the disc? Or does it come with a code?
I'm looking to buy the game but just wondering if I can get it pre-owned or not.

I have no chance of getting through the Duke's with an Enchanted Side Sword and a ton of magic, so I guess I'll go farm a couple more side swords and make them fire, lightning, etc.

And how the fuck do you riposte ;_;? The game says Left Trigger which is either shield block, two handed block, or offhand slap, and even when I time these to just before the attack contacts I can't seem to do anything other than plain old blocking, however I noticed when I had a weapon equipped left handed that it did a special animation when using LT but never got a chance to try it.

To riposte you have to parry. Left trigger is the parry button, when timed properly it deflects an incoming strike. Then press RB to riposte. To manually aim bows, press LB. Crossbows can't be manually aimed, however.

Equip a shield that can parry (or as you call it "offhand slap"), and time it so that the swing of the shield connects with the enemy attack. If you manage to knock their swing away, a special sound will play and they will be knocked back, continue with a light right hand attack and it should do the riposte animation.

dual wielding an offhand spear is ridiculously good in PVP
I'm looking for some advice for a DEX/INT build around the Estoc, Painted Guardian sword, and the ninja flip ring. Anyone got any ideas?
