You don't need to buy the crest to get to sif, there's a ladder up to the area near the 3 cats after you take out the hydra(it's there before but good luck getting to it and up it with an angry lizard shooting crap at you). 40% damage is not trivial, especially since people will stack it with other damage increasing items.

Granted, there's people out there who can't, but it's worth assuming everyone can because if you assume someone can't and they easily do, you're kinda fucked because you have a DoT on you and someone trying to kill you for that chance at doing 40% more damage (like I said, assuming you hit them and they don't dodge)
So upgrading a weapon is trivial because people can just dodge the attacks and oh fuck I wasted all that titanite. The point of the buff is that you have to hit them less, but at the cost of HP drain. It's a trade off that many people use effectively in PvP and PvE. And make up your mind, either it's a shitty buff or it's a crutch, it can't be both.
it's a shitty buff that's a crutch similar to the drake sword: a shitty weapon that's a crutch and turns 100% even-more-shit when you get to sen's funhouse there's a difference between upgrading a weapon and Power Within because upgrading a weapon doesn't negatively affect you besides using up Titanite

Ever hear of a "glass canon"? Because you seem to miss the point of power within. The HP drain is hardly a pain in the ass anyway, I think it drains 101 points of health. This shouldn't be an issue for most builds, and won't leave you on the brink of death. Can the attacks be dodged? Yes. But any attacks can be dodged, and using power within means you have to land that many fewer attacks to get a kill.

Doesn't sound like much but over the extended time it means the rate of drain is much lower.

Fast, high damage, easy to break (yet it seems nobody ever does.) Any damage over time is a damage over time. the actual damage for Power Within is (Max HP * Magic Adjust)/10,000 rounded down to nearest whole number so it varies player to player of course

I'm pretty sure that's just how many times it "ticks" and it scales to your max health.

And so Wingedwizard is pretty much correct overall. Power within doesn't really have a place in PVP. It's just too easy to play defensively and wait it out and then the user is on low health and is easy to finish off.
