For world conquest, I would strongly suggest EU3. World conquest as anybody in Victoria 2 is effectively impossible due to the aspects it focuses on.
Vicky 2 does have the advantage of dabbling in economic and political matters to a larger degree than EU3 goes into.
It's possible to conquer the world in Victoria 2, just play the British, forget about infamy and prestige.

Well, if your playing as a strong power like England, France, Castille, or maybe Austria/Bohemia (The usual Emperors 90% of the time) then conquest comes easy.
But I have a habit of playing as small nations to try and unite Germany, namely Brandenburg. They cannot declare war on the nation's they need to (due to them also being in the HRE) because of unlawful imperial territory bullshit that takes years to go away. Then, once you are Emperor, you have to guard all the little nations and be the Popes fucking Errand Boy (even though that's the Defender of the Faiths job, but they hardly do it)
Also, does anybody have an answer to my merchant problem?

It actually is a good idea to regress in political freedoms, then progress when rebels become a problem, this way you can calm them easily.

It shows up as Complete in your library but it has all the DLC under "Downloadable Content".

They mercenaries are given castle holding in certain places. So I'm assuming they could rebel. Or whoever had them could have run out of money and they attacked them and took some counties.

Captured Pomerania and expanded the Kingdom of Jerusalem. The king of Poland is also the Duke of Pecs and I have to wait like 9 years to get rid of the pimple on Hungary. I also have a couple of claims I'm going to use against the Byzantines. The Byzantines are crumbling and having civil wars every 3 years, so their levies and garrisons are to the shit. Perfect for me.
