The only effective way I've found of making enough money to finance my army and economy is through massive tariffs, is this really bad?
It hurts your industry (and artisans) because they won't be able to sell anything due to prices being so high. It's useful until you can obtain the taxation techs, then I lower the tariffs to an maximum of -10% at least or until I know that I can make money without hurting the industry too much.
I've never ever had finance problems in Vicky2, I usually make money hand over fist. It's always man power that gets me down.

I love how in ck2 you can kill a entire family of people within weeks of eachother and nobody goes as far as to raise an eyebrow.

question for HOI3. I've captured the british raj from the UK. and it says india, pakistan etc. have cores there. is there a way for me to release them as independent countries?

You have to annex the UK. I don't mean GiE either, you have to actually annex them. [editline]25th July 2012[/editline] And from my personal experience, all the wargoals except puppet and faction related ones are all but broken.
On Victoria 2, I'm playing as Prussia and all the German city states are in my sphere of influence but I can't unify Germany or even the north/south german federations? Is it because Holstein is danish?

Just get some influence in there and you should be able to form the NGF. You'll need Alsace-Lorraine to form a united Germany as well.

If somebody already sphered Denmark, then you'll have to declare war on them, but you'll have to wait for the truce to end to form the NGF or Germany. You also need the provinces of Alasce and Lorraine. If you invested in military tech on the land and built a sizable army, plus you have all the city states allied, it should be an easy victory. If you didn't do that, I suggest you wait for a sizable European country to ally with France, then declare war on them and add the "Unification" as a wargoal later. If you annex their ally, they will likely give in, so lon as they haven't occupied half of Prussia. (By the way, you only need Alasce and Lorraine for the Germany Empire, Not the NGF.)

You can sphere Holstein if you want, really, and Denmark won't be able to do much.

You will need ALL regions the NGF has cores on before you'll form it, including both Holstein AND Schleswig (aka Flensburg/Aabenraa). I wasn't able to sphere them normally. I spehered Denmark and it worked. Are you sure you are playing Vicky2 Freakie, or are we talking about the first game. If we're talking about Vicky1, I cannot help you.
