I'm playing Victoria II as Japan, I'm currently modernizing every teach at the moment, how should I proceed with invading China? Is there a way to shatter their empire so I can annex Korea?

Modernize army, attack vital locations, block ports, beware of doomstacks... burn the summer palace?
Well I just let things played out and the Boxer rebellion happened, shattering the empire and allowing me to start taking things.
Also when 1900 rolled around I started spamming dreadnaughts. My score for capital ships is 3800, while the UK only 40.
I once built 20 dreadnoughts as Japan thinking my navy was oversized.
I declared war on china, next thing I know, 200 cruisers came to rape Japan.
I'm really only using these to artificially increase my military score so the UK will leave me alone as I try and swoop in to other countries to increase my economy.
France is p weak until late game.
There's constant fighting among the kingdoms, and it has autonomous vassals, so they always have shitty commanders.

I always play as Aquitaine and try to take over the Kingdom. Usually kinda easy to do if you get an Alliance with England, or one of the stronger nations. Sicily or the Byzantines before mid game are good allies.

The Byzantines are funny with the AI, seeing how they either do extremely well, or get demolished.

Doesn't that usually come down to whether or not they hold off against the Seljuk invasions or not in the start?

It depends.
Sometimes they can lose the eastern territories and still come back really well. I find that it comes down more to if the Islamic kingdoms lose the first crusade, since it shatters their empires.

That would have to be quite the achievement considering how they're sandwiched between ERE, three flavors of Mongols, at least two Muslim empires and at least one Russian princedom.

It's mostly more nations now, and I've added localisation for some words, like Emperor becomes Empereur. I also have added 'Military Order' as a new government type, and is called 'Knightly Order' for Christians, 'Jihadists' for Muslims. And some other things, like the 'Form Greece' decision, and I've renamed Scandinavia to Kalmar Union. I can revert that for releases, if needed.

Make Lithuania independent from Poland at the beggining. Rename the Poland into Lithuanian - Poland commonwealth.

I always found that just having "the Netherlands" is a bit lacking. Perhaps rename "The Netherlands" as "The Seven Provinces" to make the distinction clearer between the two.
If there'd be some way to change the name depending on how much territory the country holds, that'd be awesome as well. "The X united provinces" instead of just "The Netherlands", capping at 17 or so.
