There is no fix. The devs didn't have the time, resources, or money to texture at a higher resolution. Or they thought it would be too much investment with very little return.

The story and gameplay are still JUST AS GOOD.
Oh.. oh well, at least I fixed the shadows. But why are there commands like "MinTextureSize=64
MaxTextureSize=4096"

Because most of the textures simply don't exist at a 4096x4096 resolution due to Bioware not having the time or inclination to texture everything at that res. All that command does is raise the texture size limit, so the few, if any, textures that are 4096x4096 can be used.
I hope Mass Effect 3 looks pretty.

They are an arbitrary limit put in by devs in the unreal engine. They cap and resize texture resolutions over that, in an attempt to increase performance. If the artist went over that limit (which very few textures in me2 did) instead of making a whole new texture, it will resize it for them.

It's a console port. You need to expect lower resolution textures in a lot of places. You can't just magic more texture detail out of thin air by changing some settings in an ini file.

ME2 looks pretty, it's just limited by a few unsightly textures. And it's a HELL of a lot better than ME1 when it comes to anything graphics related.

Yeah, Mass Effect 1. ME2 has vastly increased graphical polish, and the graphical defects like the aforementioned textures are forgivable.
