Probably because people don't have the money to buy one, or the time to make one. Maybe they want to play with their friends who don't play games on the pc. Or maybe they're just a casual gamer who only plays games every so often. There are endless reasons for why people buy consoles over gaming pcs.
Apparently the WatchDog demo was part of the open world gameplay, not a mission in itself.
Ubisoft guy on the Gametrailers stream confirmed Watch dogs demo was being ran on a PC, as the game is still very much WIP.

Consoles are much easier to set up and get running though. Plug in the power, plug it into the TV, and boom your off. With PCs you have to fuck with patches and drivers and a shitton of errors that could pop up at any time...
That's a big reason why consoles sell big though. You sit a console player in front of a computer and say "have fun" they probably won't have much of an idea of what to do.
It was obvious he didn't do anything mission-like. Though it seemed at the end they were hinting at multiplayer again.

I just got the feel from the ending saying the weird name of the camera, but maybe that's just how they did it. I can't remember entirely what it said but it gave me the feeling there is persistent connectivity throughout whilst you're playing and that would be fucking awesome. What better way to a game about being watched by eyes you don't know about then to have the ability to watch other players and drop in and sneak around when they don't know you're there on some sort of missions perhaps with certain triggers.
Watchdogs got confirmed for wii u right after the PS4 announcement.

Also, apparently it is confirmed that is how it is. In the post show one of the guys confirmed that there is multiplayer and the open world is persistently connected to the Internet in some way.
I've gotta say, the Infamous 3 thing really surprised me. I was in a chatroom with my friends and when they started talking about security and safety, we were speculating everything from Watch_Dogs to Mirror's Edge 2. Then a bunch of cyberfuture soldiers get attacked by a mysterious blur of fire... Then it's about some edgy superhero who kills everyone while listening to [b]hardcooooore[/b] rock music. We were all pretty disappointed.
To be honest, I would think playing as one of the soldiers the guy kills would be a lot more interesting and unique. Trying to hide from the crazy anti-hero with superpowers seems like a compelling survival horror... but from what I can see, it just looks like any murder spree on GTA IV if you have a bunch of trainer mods installed.
