im pretty sure most plugins are updated, all the huge servers use tons of plugins.

That was the joke, the server only runs NoCheat (AFAIK, maybe some antispam thing and a MOTD thing too) which was probably one of the first plugins updated...

those are bukkit plugins, they don't need updating unless something they depend on changes.
