Basically this. Although one time we were going into a 5v5 fight and he charges to a creep wave on the top lane. I was playing KotL and I pretty much had to force him to come to team fights with us with Recall.
I was in a good game, we had their ancient exposed, and the only towers that were defending were our ancient towers, so I stayed in base and I was killing the creeps when all of a sudden they came in with Beastmaster and Riki I think, I did chronosphere and killed the Beastmaster.
And what the Beastmaster dropped, was amazing, he dropped a divine rapier, which ended up helping us win the game.

If you have any sort of initiator, very easy. Pudge also works. If you are stuck without one (like most solo queue pub games) it can be rather awkward.

dark seer/enigma can just walk/blink into the enemy team and 'force' the fight
I dont know how to use dark seer efficiently really. I mostly use him as a buffer for other teamates with the speed bonus and ion shell. I mostly use his nuke to either put them in one area for an Aoe or to catch people running away. I dont do bad, just i rarely get the kills for myself. unless thats how hes supposed to be played.

Dark Seer isn't there to get kills. You use Vacuum to put them in one place for someone else who does teamfight (Sand King, Enigma, etc.) to get a perfect initiation. Ion shell and surge are great for farming and early game killing power. You're playing him right, stop thinking about the kills.
Sometimes I really hate this community, usually I am pretty acceptable of it, even if it's not the greatest. But today I had the biggest fucking douche ever on my team. I randomed od, my friend picked silencer and one random picked AM, another one picked windrunner. Now we all four are politely asking the last guy if he can pick an initiator. He just replies with "no", "idiot". And picks drow. Sure I said, if he can play her, sure why not. It can probably help the team.
We were dire, I went top as OD, already called that I and silencer would be on the top. The first thing she does is going top and spams the ping to say that she's going to solo when we have no jungler, and a trilane with silencer, od and windrunner isn't a good idea. (personally). But I ignore her and try to support her at the top lane. We're up against QoP and Brewmaster on the lane. She keeps autoattacking, I tell her to stop. She stops it for a while but then keeps doing it. I tell her to please not too, she apparently get angry and calls me an idiot.
I ignore her and try my best to to support her otherwise. Then eventually she gets first blooded on (I was pulling, and they dived the tower, but she of course didn't run to me but away from the tower to the side shop). When she respawns she immediately goes mid even though AM is there, and needs his farm and XP (he did actually use it pretty well). But she refuses to leave mid and really, really tries to steal AM's farm. I say to her that she should return top, doesn't respond. AM's getting angry and blinks a lot. Then even though we have warded, and AM backs. She stay in their river and get ganked by their Invoker and QoP, I even said b mid and so did AM. But she just stayed there and died, after she died called AM a noob because he didn't help her.
Eventually we get more and more stomped, because their team was pretty solid compared to ours. They had Brewmaster, QoP, Invoker, Batrider and Spectre. A team that can do a lot of damage in a short time. Of course she goes Mask of Madness into a Daedlus even with us saying a lot of times, that she should go manta style instead. She continues to die in every teamfight because she can't take any damage, sure she did a lot of damage but as soon as they target her she died.

Did all four of you report her? Four reports from her team usually gets those kind of people into low priority really quickly.

Also, level 3 ion shell does insane amounts of damage early game (you can pretty much 1v1 any hero at your level or even 1 above).
Sniper who sat at mid for the entire game (literally the entire game, NEVER left the mid lane apart from when he went back to base to heal)
He farmed for the whole game autoattacking, never called ss resulting in their drow raping the shit out of us with numerous double damage runes, and then after sniper added another 8 kills to drow BH proceeded to flip shit and started feeding. At the end of the game, sniper said "Oh my snaipa! kILkroup!"

He insists he goes mid, and when we ask him to switch with luna or Juggernaut, he says "FINE BUT WE'LL LOSE!!!" because Juggernaut against Bane in mid is bad for Jugg apparently.
So we're generally doing good, and I'm on top of my game as Shadow Shaman. Harassing lion, Holding skeletor when he revives, all that good stuff. We're generally owning team battles. Yet sometimes, Jakiro would go push a lane/gank by himself while we are pushing another lane and then complain when he engages a 1v5 team battle by himself, often saying "GG SHIT TEAM"
Towards the end, his behavior gets worse, saying shit like "I'm not playing bc my team keeps KSing me and doesn't realize they need me" while sitting in fountain. And when we keep saying "Great Jakiro left and is pouting in spawn" he would pipe up "NO I WASN'T EVEN AFK!!!" and make a half-assed attempt to look like he was contributing.
When we lost, he simply said "gg bad team" and left.
Fuck you.

I avoid middle like it's the plague when playing as Jakiro. In fact, I play him as a hard support and pusher like he should be played. I can still rack up a few kills during a game, but the most important thing with Jakiro in my opinion is landing that ice wall so people can't get away from your team.
Going middle is also a legit strat with Jakiro, as he is an amazing harrasser with Liquid Fire and Dual Breath. Jakiro SHOULD push lanes when nobody is around (Enemy team isn't around that is.) as he's like broodmother. Push push push.

Well, there is the "Host bots" that are are used to host and control matches beyond the normal options. It allows you to manipulate the latency so everyone can be equal. It can also be used to force someone to pretty much lag out, but this is very rare since the bots also come with the command to kick and ban players and even end matches if the owner of the bot wants to.
Those were always intented to help the players but idiots always abuse this stuff.
I don't really believe in hacks/cheats.

This went on for like 20 minutes, he sat in the base spamming. He was only level 8 and by the time he decided to leave, the rest of the team was level 15-16 and the enemy team was 18+.
Eventually he raged quitted after SK 2 shotted him due to level and farm difference. Even before SK got a gem, Riki was 0-8-1 and would blink strike into a group of enemy heroes and not use smoke or anything. He would generally do this near a tower as well.
