The main problem isn't that they suck (yes, it's still a problem) but that they don't bother to speak english or whatever is the main language of the server they are playing in.
If you don't know the language don't play there, go somewhere else.
As long as you can speak english there should be no problem in playing in the USA servers, (as long as you can play with the high ping).

Russia is not in West Europe at all, as well as the fact English is an accepted main language in all "European" servers since the dawn of time, West Europe also includes England.
Also I wont blame Russians specifically but it tends to be Russians who refuse to speak English unless its to insult me, and go 0/11 and say I suck.

I'm Italian and in "my" EU west server I want to communicate in english with my team-mates....
Most of "euros" can speak at least a basic english.

Playing keeper of the light. leveling chackra (can't rember how it's spelled) and illuminate. with a morphling in bot lane (we are radiance). I make sure morphling always have enough mana for a wave form. He never engages in a fight since that he claims that morphling is not a carry hero unlike keeper of the light. So I ended up playing carry keeper.
We lost hard.

On an Aussie server, we had 2 Russians, the enemy had 4.
I lane top with Sven (Russian) as KoTL. He feeds Drow by constantly rushing her, not using his stun.
Ironically, he was the only terrible one in the game.
One of the enemy players spammed chat with anti-american stuff for some reason.

I've noticed several times that a lot of russians seems to write hate messages to the US when people call them russians.
So I just went a party of 3 into a coop bot match because my friend wanted to try a new hero without fucking up a pub game, yet still get feed back.
He goes Lina, my other friend goes Shadow Shaman, and I go Riki. The two randoms (they speak english by the way) go Drow and Lycan.
It's all good till I see them dying. Viper and tiny end up fed as hell, and by mid game lycan is 1 and 9, and Drow hasn't spent a single point in silence because "It's a bot game". When we tell him it's a good spellcaster escape, he says "no, I have shadowblade".
When we tell Lycan to stop feeding, he and his buddy scream at us to stop dying, and laugh at our K;D even though Tiny/Viper got fed. We end up carrying the game to victory, and at the Ancient battle they ks several times and proceed to mock us for not getting the kills.
(These were medium bots mind you, meaning they didn't even really harrass during laning.)

Russian people are extremely bitter to Americans. Also, saying anything in English usually tends to make them call you an American and loads of insults.

I do easy bot games to help new players and to pass the time. I do my matchmaking only in the east coast.
I expect to play with people from the east coast when the "Extending search range" bar is 1/10th full. I do not care if you are new, I like helping new players in any games.
I care if you are totally unresponsive to any advice whatsoever.
I expect these people to know English. Seriously, it's not even just Russians, I've had so many rude people not from the United States when I only click east coast matchmaking.
Two people from France, one completely new, and the other was his friend with about 400 wins was trying to teach him. Apparently teaching him means going into the opposite lane and not saying a word the entire match.
When I try to help the completely new guy laning with me with small tips the other dude goes batshit and starts screaming that "ITS ONLY A BOT GAME" or "WHY INSULT HIM?" along with some french I could not understand.
Yeah, it's only a bot game, that's why Mr. Pro with 400+ wins is dying horrendously to Viper in an easy bot game while two other people ragequit and his friend who I assume could not speak english just sat in a corner scared to do anything as Skeleton King. They both abandon and I beat the fucking match on my own as Sniper.
This is a serious problem. I would like a matchmaking option where I can ONLY ever play with people from Countries I choose from.
That sounds totally awful now that I've typed that but seriously I do not want to play with russians, I do not want to play with brazilians, I do not want to play with indians, I know that there ARE good players in those countries but the bad outweight them and I would much prefer to play with people that understand my own language. Dota 2 is a highly communicative game and the quick wheel voice commands are nice but they don't cover everything.

For all I know there could be a similar problem of Americans getting stuck in games with foreigners and just completely wrecking things and being assholes, all the more reason to have a specific region option where you will ONLY be matched with people from your region.

Sorry, I kind of jumbled most of my annoyances with the game into this post. If I offend anyone I am sorry, I know there are good people everywhere but I truly believe my experience would be better if I had the option to only play with people in my region. I'm sure there's the possibility of getting an asshole from my own region, but at least I can understand him instead of there being an additional language barrier along with the asshole-barrier.

That wouldn't work very well since everyone would pretty much pick the same options and it would end up pretty much like a region lock.
What could work is something like an option board, similar the server list, but with something like "Match me with people who speak: x language, Y language, etc" You'll be matched with anyone who has that option marked.
For example, the matchmaking system will only match you with other players who have also picked "english"
If you are still matched with someone who Doesn't speak any of the languages you marked (for example a russian who picked all languages the same way they pick all servers), there should be a special report feature for it that would save the chatlog as proof (because xenophobes WILL use and abuse this to just kick any non-american player, even if they speak english.), and if found guilty they'd go into low prior or even lose their ability to play anywhere but in their region (temportal or perma).

It's a "simple" system but it might be able to fix the actual situation, atleast a bit. But it would require moderators or something to properly check those chatlogs and prevent abuse.

I play kotl often and I've had plenty of matches where I got a dagoon for shits and giggles, a keeper played well can be a really scary thing.
