Liquid just used how similar he looked to Miller to his advantage.
Ocelot however we don't know the whole past of.

no, snake looking like big boss means he got dominant, looking different (probably like big boss' dad) means liquid got the recessive
Ocelot also says in the end of MGS1 that Liquid was the dominant one, if i remember correctly.
The thing with Liquid though is the only reason he's blonde and has darker skin is *apparently* because of his time as a POW in the middle east.
Both of them are naturally blonde anyway so you can't really tell by hair color.

it was explained at the end of mgs1 that liquid believed he was the one with recessive genes even though he was the one with the dominant genes

In the briefing videos for mgs1 he appears to be blonde, but that could just be because the way it was colored. I've also read other things that he dyes his hair before missions. Doesn't seem to be any official confirmation because it doesn't really matter.

According to a character designer, his hair became blonde due to his time in Iraq.
Well it's a known fact that he atleast cut his hair short in the briefing vids.
What about MGS GZ speculation? Was there any a while ago? After watching the trailer for the millionth time, I guess I can speculate something.

Snake and Liquid are exact duplicates. The whole blonde hair thing is from it being bleached in the sun during his tour with the SAS.
