Kaz (I assume that is who is talking to BB) tells BB that Paz was captured and is held in Cuba, at a place called "Black Site" which is some sort of American prison camp I assume. There is an american flag and the soldiers have FOX on their arms. Most likely they are part of FOX and are trying to find out where Mother Base is from Paz. Or maybe they are trying to find out some other information.

Starting to make more sense now. The scarred man is Cipher and FOX is operating in and around the Cuban border.
So when they said you could go between countries, makes a lot more sense now.

Peace Walker is my favorite out of all the MGS gameplay-wise. There's so much to do and it made me feel like an actual Big Boss

FOX reversed. There's an emphasis on reversing things for some reason but no idea what it is. Like I said before at a stretch, the scarred man could be gene and the reversing thing could be due to his powers.
