You get it when you get to the end of the Sorrow "fight".

It also generally has good camo index, I used it for majority of my playthroughs once I got it.

You can learn all you need to know about Metal Gear and Metal Gear 2 in MGS1's menu. There's a summary you can read that covers both games, it might be called "Past Operations" or something like that.
I only completed 3 and 4 and haven't gotten far into Peace Walker, but I was discussing with my friend, I know Ocelot had his arm possessed , but I forgot by who, Solidus? I only know Naked/Big Boss and Solid Snake, can someone give me a non spoiler explanation?

Liquid was the one who posessed Ocelot through his arm, since Ocelot lost his during the Shadow Moses incident and got Liquid's arm in it's place.
This shouldn't be a spoiler since you've completed MGS4: [sp]Liquid never actually did possess Ocelot. Ocelot pretended that he had so that the Patriots couldn't predict what he would do.[/sp]

i do feel like in many respects kojima is a tarantino of the game industry. his stories are wacky but very well crafted and cinematic as well as great use of music and great characters

You could try using lots of camo, use the tranq at a range, distract. It is hard to do so though.

then it's strange why the psn version of mgs runs a lot slower than it did in the ps1 (and looks worse to boot)
I think I'm going to pick up a PSP, How well is peace walker and portable ops on the PSP? I would get a Vita but no MGS for it :(
