Its definitely Ground Zeroes, the hair looks the same, it has that current-gen MGS look to it, it looks like its on the fox engine, and in the metal gear canon, the sons of big boss (solid and liquid, and i guess solidus)'s genetic material was sampled after he was injured in an accident.
The arm? Well, you can probably replace that with a cloned duplicate of some sort.

but since when did any snake have a missing arm? i feel like we've seen and learned enough of all of their lives by now to have known if any of them were missing an arm at one stage
