It doesn't, there is no way to get beta access anymore.
only people who pre-ordered before they announced the release date are in the beta, the free-copies that those people got will give a free copy of the full game when it's released

Accident or not, I highly doubt they'll be able to really do much about the people who got one and gave it out, though I may be wrong.

No, they've already started giving them out, but they haven't finished. They've had a lot of issues dealing with Valve about the problem apparently.
a friend gave me his free copy, now all i have to do is wait until release so i can actually play it because the dev's thought it was a smart idea to close off closed beta access.

Yeah they cut it off as they announced the Steam preorder, only pre-Steam people still have it afaik. Also, the free copies fiasco is still going on, I don't guess it really matters though.

It is a smart idea, by doing this the devs ensure that there will be a maximum amount of people playing during the release. It's a beta in it's current state and a lot of people would just be burnt out by the time release rolls by.
