The art style is vaguely similar in a "low resolution" sort of way but the dungeon design couldn't be more different than Terraria's. Terraria's dungeons were just a colored group of blocky rooms with a castle looking structure on top. Starbound's dungeon designs are directly related to which race they come from and are hand crafted to be unique rather than rather boring like Terraria's.

I am talking about art design and not gameplay design; and when I say art design I mean graphics design and the striking similarity I would see between a set of terrarias wall tiles and these wall tiles; etc.

Ah... About the hand crafted thing, the dungeons may have their unique feel from the races, they're going to be procedurally generated. The difference here is the generation should be a little more in depth and have more to offer than hallways filled with [sp]skeletons[/sp]
One of the devs just posted something earlier yesterday about how they're refining the generation system even further, so we should still be good. Of course the devs also mentioned there's going to be hand-made story areas for us to play through, those should be good as well.

I suppose I wasn't quite clear enough on what I meant. I was talking about Tiy or whoever that was on the Starbound site announcing that they were going to use that image thing for the rooms. It'll be a massive improvement over Terraria's completely random mess.

Probably human. I tend to play as human even if a game had tons of different races.

All but the last one look like they're in a mid-pelvic thrust. Still a nice touch though. This is turning into one of those 2D games with more depth than most 3D ones
