Was just thinking the exact same thing. Not sure about those Gamefreak characters, wasn't there this one Gamefreak character in every game that had really high Pokemon as well?
Red's pikachu in Heartgold and Soulsilver was level 88
And your rival's starter in Platinum got up to level 85. So yeah, 88 remains the cap for trainer Pokemon, 100 for lol 1-100 Magikarp, 80 for legends, and it seems around 68 for random encounters.
Yeah, Red's Pikachu was the highest until Gen DP/P then became the highest again in HG/SS

Well, at least I know my attempt at the challenge will be difficult. If only the difficulty thing was available at the start. Although, that would be considered batshit crazy to attempt a challenge(hard difficulty) nuzlocke challenge at the start.
