Use a diglett/dugtrio/trapinch with arena trap as its ability, you won't have to worry about the legendary running and it'll increase encounter rates.
I think diglett can get false swipe too. Only problem is putting the bastard to sleep

I don't think it can learn it (checked the wiki), but with raikou/entei you don't really have to worry about dying with a diglett. You just make a build around not killing the foe

Very rare for them to die in a battle.
