One thing that I'm confused about, however, is the Pokemon metagame. What decides if a Pokemon is strong or weak, what Pokemon ARE strong/weak, and generally what are the general strategies? I've been using bulbapedia for some Pokemon and sometimes it mentions the particular Pokemon's place in competitive play and I'm a bit confused by it.

The Pokemon meta isn't really that hard to understand. The whole concept of strong or weak is clearly laid out in their stat spreads and other stuff like abilities and movepools. [url=http://www.smogon.com/bw/tiers/ou]Smogon's OU tier[/url] is generally the Pokemon that are considered top of their class (only being trumped by the Uber tier which is basically straight up overpowered).

Base Stats + Abilities + Typing + Movepool = competitive strength.

Oh my god I love this part. I'm a packrat in games, so I would literally never use a TM if I couldn't get it again. Which meant almost every TM I would never use no matter how useful because I could never get it again. Now I can use them freely because they NEVER RUN OUT.

I preferred it how it was, it was about choice, about tactics. Questions like "Is this pokemon strong enough?" "How long will it take me to train it up to the right level" "Would this pokemon fit with my battling style?" it required more thought. Now, I can in a sense "waste" a TM because I can use it again.

I understand where you're coming from, but to me, using TM's previously would be a complete waste if you couldn't get it more than once. Because what if down the line I decided I wanted a different move? Or wanted to teach it to another Pokémon? I much prefer being able to use them infinitely since, like I said, I'm a packrat in video games. I ALWAYS have to have at least one copy of uncommon, rare, etc., items. Which means I would never use single use items since you can't get another copy.

This was me before Gen V, I always liked to have every TM on the bag and got really frustrated because the best attacks were always TMs you could only get once
It was the same with the evolutionary stones, you could usually get only one of each per game. I'm also happy they decided to bring back stores that sold them like in Gen I, it really helps in the end-game.

you need the moves to stay around so you can build good teams and change stuff up

No Black does not, but you can import from generation 4 games like Platinum which can import from generation 3 games.
you'd have to pal park them over to gen 4 first

Honestly its less of a problem than you'd think, I have about 5 DS's lying around, I could probably assemble them into at least 3, if not 4 working ones, the real problem is the time and effort it takes to complete the games. Also, have any of you guys played B2/W2 yet?

Shit, I keep forgetting to explain, I [I]had[/I] a platinum save with close to 400 hours played or something ridiculous like that. My first DS was taken back by the kid it belonged to (I thought he had given it to me) but 4 months later he came to my house and asked for it back. Anyway, after that setback I went out and bought my own DS, at this point I was still about 6 gyms in (this isn't at 400 hours in, this is way before) I completed the game, messed around, got some of my pokemon from sapphire sent up, had fun battling using my old team, Then about 2 years after a different friend of mine lent me platinum asked for it back. I can quite honestly say I was devastated, all this time and effort, and he was just going to wipe the save. Being the faggot I am, over the past 4 or more years I had used these pokemon and had grown attached to them, an emotional bond. I managed to trade a bunch of them over to a 3rd friend of mine (who had pearl on his R4) who then accidentally deleted the save. Even if I wasn't bothered by all of this, I still hate playing games again. I don't like watching movies, reading books or playing games more than once, I rarely watch a film twice and enjoy iy anything like as much as the first time, same with games and books. Even if I wasn't such a fussy little shit, I no longer own any physical copies of any 4th gen game, so I would need money (I lack this) I [I]could[/I] put platinum on my M3 simply (For the record I do actually use this for homebrew games, I used to hang out on GBATemp, and still popped back every so often until it went down) and I'm not sure if that would mess stuff up/ black wouldn't communicate with a warez'd copy of a pokemon game, and I'd rather not risk it.
tl;dr I'm lazy, poor and develop emotional bonds with sequences of code with little pictures.
