Had that kind of issue a while ago with an Azurill when I started up Black 2, eventually evolved at lvl22 and tanked the ever loving shit out of everything afterwards. Perhaps it just doesn't like your attitude :v: (you can kinda guage it's happiness level by teaching it Return and comparing it's power to Riolu's other moves.)

Patience and lead pokemoning happiness evolving pokemon closens evolution significantly. I evolved my Riolu way before 4th gym. I think. it was before level 40 I'm sure. Also, anyone consider how painful it would be to hug certain Pokemon? Hugging a Bisharp would hurt like entering an iron maiden and Muk would just straight out poison you, possibly fatally.

If he actually had more interesting intentions besides "shit nigga gotta save mah sisters purrloin", he would have been a better character.

He look like an antagonist to the bone, but he's actually your friend who battles you merely to test out how strong his team is.

Or maybe the pet's been in the family for several years and is too precious for the family to be kept away by an antagonistic team. Imagine what it felt like if one of those dudes stole YOUR most precious Pokemon.
