Always thought it was a physical limitation, personally. perhaps their larynx/etc. isn't set up for that kind of thing, with it being so-named because the vocalizations it can make sounding similar to the word 'Alakazam'.

IQ is a poor measure of intelligence overall. You can do extremely well on an IQ test but be completely illiterate or "stupid" in general. Also, you can't give animals or pokemon IQ tests because they measure ability to complete tests against other individuals (I believe they base it off of age usually).
Could be that they are anatomically unsuited for speech other than saying his own name. Doesn't Mewtwo just shoot the words into people's heads telepathically?
If I were to crack open a human's head and cut out their broca's region they wouldn't be able to talk but might be able to pass an IQ test nearly as well as before.

I'm fine with how they are. It would be nice if they did that for anything before Generation III, though. At the very least they could slightly differentiate cries that are exactly the same, like Rhyhorn and Charizard.

Also with the legnendary trios i have noticed in the anime they always go "a regirock" rather than plain "regirock".
Are there multiple of the trios in existence canon wise? Because the wording always sort implies that others do exist.
(i don't watch the anime much, last time i did follow it was during gen 2 era)

Maybe it's like Chewbacca; he's smart enough to comprehend other languages, but his vochal chord structure prevents him from making the proper sounds.

Yes, multiples of certain legendaries are implied to exist.
From the show I remember that there were 2 Articunos living in two completely different areas, (unless they just so happened to be the same one), a trainer owned a Regice, and Lugia had a child, meaning that there are at least more than 1. Can't recall any other examples though.

It's not so bad in doubles/triples, just use Entrainment, Worry Seed, Gastro Acid or Simple Beam on it and voilá.
That or make an already slow special attacker use Skill Swap on it.
Had a game of Ruby going I've played in doctors offices and the like for a long while now and just beat the elite four today. Went in pretty underleveled with 5 hyper potions and a few berries, came out victorious.

Substitute + Rock Polish seems like it could make him a viable option. Then again, most teams have something to get rid of set-up sweepers

in the anime, Ashe runs into a shiny Suicune upon stepping foot into Johto, he also meets a regular one later in the series.
Idk about the regi's, but he's also helped out multiple Lugia, as well as several different Zapdos'
