I really get annoyed at how hard it is to catch Legendaries sometimes. I'm sitting here throwing dusk balls and ultra balls at Articuno. It's paralyzed and at the tiniest sliver of health, and it breaks out without the ball even shaking half the time. I can't imagine how much the harder ones are going to piss me off.

What would be some fair IVs for a custom Dratini? I wanted to use the one I get from Benga for beating White Treehollow in White 2 for a playthrough of White 1. However, I'm never going to be able to beat White Treehollow, so I'm going to make my own shiny Dratini. I don't know anything about IVs, which is why I'm asking. I don't want it to be overpowered with 31 in each stat, but I don't know what would be fair while still being a bit beneficial to me.

I would go by your best ditto's IVs, or your best dratini's IVs.
If you have a perfect IV ditto, then you might as well make one with perfect IVs because you can just get one anyways.

Something I've always been wondering: do the pokemon of in-game trainers have any EVs? Or do they have specific, non-random natures? Does it depend of their status? Like, only Gym leader/Elite Four/Battle Subway's pokemon do have EVs while randomly encountered ones' don't.
As far as I know all Cynthia's pokemon, for example, have perfect IVs on everything. Is this unique with her or do other in-game trainers have things like that?

Pretty amazing for a first time player. No Furrets or Noctowls.
But the movesets are what you should be worrying about. It'd pain me to see his Typlosion with Ember, Flame Wheel, Flamethrower, and Fire Blast.
