Because it would probably do more damage then Ice Shard.
Weavile's sp. atk is pathetic so teaching it Blizzard and/or Ice Beam wouldn't fare so well in my opinion, though I could be surprised.
Ice shard is priority though, many things will try to use a priority move to take weavile out.
Yeah, probably if I was trying to battle real people or take part in the Battle Subway (because normal trainer AI and wild Pokemon AI especially, are p. stupid/random), but I never do that because I'm not smart and always get my ass handed to me.

I've read the manga too so I see where you are coming from. However I believe it's just showing Pokemon that relate to their names. Like Green's grass, Red's fire and Blue's water.

Lopunny won't be locked into an item or set on fire because of Klutz. He/She can still steal the enemy's item and drop something annoying (like a Flame Orb or Choice Scarf...) in their care.

I hated FireRed. :I
I never really liked Gen III as a whole and FR/LG was too much of an exact copy with updated graphics and movesets that it just didn't feel like anything new. HG/SS updated graphics, movesets, and brought everything else up to spec with the current generation of Pokémon. It also added in a lot of nice functionality to the series (some of which is sorely missing in B/W), and all around felt like a solid game, especially for a remake.
Ruby and sapphire were imo the most revolutionary of the games.
Shittons of awesome new pokemon, mechanics, items, moves, content in general, abilities and just everything was amazing.
Still my favourite generation. But god damn I can't play with old gen battle mechanics :(
I can't stand the graphics of Gen III. I'll admit, yeah, there are cool Pokémon introduced, abilities are really nice, etc., etc.,. But I just don't like Gen III in and of itself.

imo gen3 had the most polished graphics before or since.
gen1/2 were gb graphics, utter shit.
gen 4 had shitty overworld 3D which is full of horrible jaggies.
gen 5 has the same shitty 3D with butt tons of jaggies, and in pokemon battles your pokemon get attacked violently by the jaggies from all directions. Some of the out door locations were really cool though.
gen 3 had beautiful sprites and tilesets, and no jaggies at all.
Gen 1's sprites were like something from my nightmares.
Gen 2 was what Gen 1 should've been in terms of sprites 'n' shit.
Gen 3 is wholly unremarkable, I heavily miss night time.
Gen 4 was pretty neat, loved the 3D buildings, felt more like a real world.
Gen 5 was fantastic and the best, as usual.

Oh, on the topic of graphics, which Gen II sprites do you liked better, Gold's or Silver's?
For the most part I prefered the ones from Silver, they had more dynamic poses instead of the common and default-ish front representations seen in Gold.
For example, Lugia in Gold was like this:

In the Silver sprite Lugia looks more menacing and cool IMO
