I've got a shiny Suicine on Soul Silver I think. There was a Wifi event that gave all three legendary dogs as shinies if I remember correctly.

Look up for RNG manipulation, but prepare for brain-melting loads of info and reeeeeeaaaaally long, time-consuming and tedious stuff to do

I doubt it. How long would it take you to find Suicune for the first time? Quite some hours. Multiply that by a thousand and you're wasting your life, in my opinion.
I think shinies are just something you either trade for or just randomly encounter. Purposely seeking out shinies is maddening and time consuming. In the end, is it all really worth it?

I just leave a foreign Ditto on the Daycare centre and that's it, someday some random egg will be born shiny with a decent probability (That's how I got my Shiny Kingdra)
