Well for any older gen Pokemon, you're completely screwed till you beat the game.
They made it that way, the ONLY Pokemon you EVER see from older gens before beating the game is a Pikachu named gesundheit in Castelia City.
They were trying for a "completely and totally new game" approach by keeping it to 5th gen only till you beat it.
