Probably late but that was from his nuzlocke white. I used to be part of the nuzlocke forums a while back and read his blue and gold nuzlocke comics. He is a great animator.

In Typhlosion's tier, 100 base speed is awesome to have.

Best bet is to check where it came from and at what level it arrived. For instance, there are certain pokemon that are only encountered at higher levels or lower levels.

Vaporeon's pretty good. Although there are a lot more things in fifth gen that beat the shit out of it (but then again this is sort of the case with everyone in fifth gen), Vaporeon also got a lot of new tricks that makes it a pretty strong semi wall / support.
