Air lock negates drought.
Solar beam is 120 power, no stab, 4x resist from rayquaza = 30 power hitting rayquaza.
With stab it would at least be 45 power

Taunt is vital on sableye.
The second he gets taunted he's a corpse so he has to get in first.

And, for Kyogre, Earthquake will always outdamage Solar Beam against it. STAB running out of 150 base attack versus 90 base defense is better than Super Effective running out of 100 base SpAtk versus 140 base SpDef. Not to mention that Kyogre getting the rain in means 2 turns to charge Solar Beam.

If your Pokemon has only STAB moves, somethings wrong.
Well kyogres surf is always better than ice beam except in cases of 4x weakness or he doesn't have rain up.
Kyogres water spout at full hp is pretty much the best move he can possibly use except against targets that resist it.
Surf is 95 power, plus stab it's about 140~, plus rainstab and it's around 220.
Ice beam is less powerful against anything short of 4x weakness

If you have a water type, it gets 50% more damage when it uses water moves.
