Keldeo was probably put into concept WAY before the MLP craze, so that's impossible.

Opelucid City's music is different in Black and White respectively, and I see a lot of people saying they prefer the White version.

Am I the only one that thinks the Black version completely steamrolls the White one?

Minor similarities, but not blatant copying.
The similarities are pretty hard to avoid if you're trying to make an animated small horse and not go super-realistic with it.
Upon study, the only real similarities I can see that are obvious is a similar body shape and the basic legs/hooves.

Keldeo is based off of some kinda mythical water horse thingy.
Forgot that MLP had a copyright on all things resembling horses.

EDIT: Just checked Bulbapedia, it's based off of a Kelpie (mythical water horse), a Unicorn (another mythical horse), and d'Artagnan from The Three Musketeers.
