It really doesn't. It's just too slow paced.
The abilities trigger seems to be bugged (abilities only work half the time even if you have enough adrenaline) and the actual UI is awful.
They've tried to implement abilities like other MMOs however the UI is too clunky and slow to make it viable.
In other MMOs with a skill system like that you can just hit 1,2,3, or QWE but nooo....4 clicks, last time I tried.

People tend to forget it's in beta, it will get better before release in another 2-3 months. They want to make it different from other MMO's in terms of abilities, if it was the same as most MMORPG's I would hate it, but it's not. Give it time and they will fix the bugs. Personally I love it as is now, and it's not clunky or slow at all. They don't want it to be a standard rotation based system, and I agree with that, if I wanted that I would be playing WoW or another generic WoW clone. I've been playing the game since classic and this is a welcome change, it's making RS better. If you really think auto-attack is a good combat system, then go play 2006 scape when the combat update goes live.

I believe they've recently changed these perma-bans to 12 years (it'll probably be dead by then anyway). A lot of people that were perma-banned received 12 year-bans.
