From what I remember, it has always been like that.

The reward is purely cosmetic and I know people who go out to the store to buy a card for the cosmetic item when they could have gotten 3 months of gametime cheaper over the website so it helps Jagex. And after the first bot nuke they really lost a lot of members and there's another bot nuke around the corner.

It's actually more of employing new client-side obfuscation techniques that prevents bots from accessing the memory at runtime.
