They are potential customers though, which could possibly be lost due to how they are treated.
F2P is more like an unlimited free trial, with trial restrictions. Jagex takes care of their paying customers first, because that's where they get the money to keep the game going. If it wasn't for them, there would be no Runescape at all, so have to keep them happy. I don't agree that free players should always get the short end of the stick, but honestly $8 a month is really cheap if you love the game. I mean honestly, anyone who has the time to play an mmorpg regularly can afford $8 a month. I don't see how F2P players are treated unfairly, they just get what they pay for, which is, to be fair, not much at all.
