I don't think that's the right vibe. I think City 17 should have a lot of color but desaturated a bit to have more depressing look because the citizens are oppressed. Your citizen doesn't look bad, but I would have to see the finished model. Concept might look good on paper but fail as 3d model.
Desaturating colors reminds me of Cinematic Mod.
People seem to forget that the resistance is huge and has a massive amount of supplies and logistics, just look at white forest. And the fact that nearly every resistance member is wearing an armoured metrocop vest either suggests that many of them left Civil Protection or were taking from killed Civil Protection officers.
What I'd love to see is City 17 having the same feel as Dunwall in Dishonored. I really like the new citizen jumpsuit, though it could probably be roughed up a bit to make it look worn and tattered, I doubt the Combine have a department store on every corner.
If you guys are redoing animations, I would like to see something like [URL="http://www.youtube.com/watch?feature=player_detailpage&v=TDlB2P1leRM#t=60s"]this[/URL] for the shotgun. I really like stuff like that, makes the weapons more satisfying to use (obviously for the spas-12 and without the foregrip)

Maybe try keeping the smokestacks and the expanded skybox but having the same colorscheme in a picture, just to see what it looks like.

Dishonored probably had more time to focus on that specific feel, and emulating that would definitely be a plus.

Most rebels should probably wear either uniforms, or jeans + old sweater or jacket. Some rebels will have CP Body armour and belts, some more experienced ones might have Overwatch body armour, and a fair few could be using pre-war tactical vests (either taken from old police station armouries which the combine may overlook, or stashed away since the war's end).

Ninja'd. But yeah, as a pack rat myself who collects and carries practically everything with him everywhere in HL2 I'd have expected rebels to pilfer and loot more stuff.

Actually I think the vests in the concept art are supposed to be from Combine soldiers. There probably isn't too much armor or riot gear around anymore.
