most of these weapons were chosen because they look cool. the MP7 and USP's diagonal angles make them really unique looking and pretty sexy imo.

We're not adding extra NPC-only guns. #1 what's the point of a gun that doesn't effect the gameplay, and is only used for aesthetic purposes?- None. #2 It would be [I]that[/I] much more work, and take more time to do, and wouldn't even achieve anything. #3 you'd most likely never get too close to tell what guns the citizens are carrying, or really even care if you did.

this was sort of in a source mod called Grey, when you picked something up it showed his hands reaching out to grab it. it didn't work too well though because the animation was the same for all props and items, so it'd look like you were picking up a sheet of metal by grabbing it in the midsection or like you were lifting up a heavy metal chair with one hand

A few skins or bodygroups for world models might help increase variation, the same weapons except maybe some will be really dirty, while others are clean, some may have a makeshift stock, others may have a strap.

And maybe they're all just skins for the SMG or Pulse Rifle so you can still retrieve ammo from them.

Textures are the most expensive part of stuff like this. Having 3 variations of the same gun in 1024 (or 2048 if its gunna be all hd) with specular maps (necissary since spec generally carrys most of the detail for hard surface) adds a huge amount to the budget. Do that for a few guns and you're just going nuts :P
Modelled difference though, that'd be nice.

After all the times I've played through HL2, the last thing I've done is stop and look at the NPC's guns. It sounds like a complete waste of time.

Imo the Combine MP7 is just a mass produced spray weapon intended for issue to anyone who doesn't have an AR2 or Shotgun, and to CP's who need more firepower but aren't trained to handle heavy weapons. After all, the Combine's main enemy on Earth are soft fleshy humans usually engaged at close range.

Not to mention CPs are just regular humans and remain unaltered unlike combine soldiers, if I'm not mistaken.
CP's have to undergo memory replacement if they're to get a higher rank, though, but a majority of them are still unprocessed humans who joined on their own decision.
