They're not actually interactive NPC's unfortunately but you could code something like CraftBook and make the NPC's like objects. That when you right click the NPC, a matter of text and options you can configure would come up.

In Nations at War,all the nations start with only two crafting tables(one for the home island and one for the mainland) and they are uncraftable by players.To get more for your nation,you have to buy them from a Magistrate(an admin and a servant of the old gods in the lore) for a high price..This is done to keep the nations centralized and to stop everyone from running away and making little one-man forts all over the place.Why not do something similar?

This isn't Nations at War. Their server is purely PvP and, if you notice, each nation they have is much smaller than ours, meaning that their homelands are centralised any way. Something like that would be more restrictive than interesting gameplay wise for Nationcraft.

Oh hell no.Running shops may be boring because you're always in the same place, but as a law enforcement officer you're usually patrolling around the town.

I remember Staneh's server had an npc named Bob who if you right clicked him while holding sand, it'd remove the sand and give you glass.
The one thing I want from NationCraft is the ability to create a covert operations division and base in your nation, then go on spying missions in other nations. I'd also love if there was a sort of political tension between nations and wars are more than just daily things that people do on a whim. I love the idea of 2 nations bolstering their national defense (landmines, traps, military outposts, etc.) as they politically rattle their sabers at each other.
Maybe you could make a police system without requiring police. The entire world could get kill-rights on criminals, so people could act as police without having to patrol and do the other boring police roleplay activities.

citizens will do actual town protection, our Royal Guard admin group will deal with griefers, etc

So, will the story affect the inner workings of each nation? I get that the story's gonna make the international relationships strained/closer etc. but I'd be cool if there were civil wars and shit. Player decided ones.

I don't see why that wouldn't occur. Take a look at Blue Nation, for example. I believe we were already hinted by staff members that there will be struggles made by the players to remove Governor Sichar from his office because of his oppressive regime.
I'm pretty sure that the nation's backstory effects how they work and "think" too

Some kind of invasion system is at least needed. What if a whole clan is offline?
Raiding and such shouldent need a system, but full-scale invasion must have it IMO.
