Same as the Raiders Plasma rifle which is still considered OP in it's own right (Not for RDR though because it takes away his main role in CTF), yet does more damage than it, on a class which has more HP. 2 Shots with it is more damage than the heavy Spinfusor, and considering the fact the Plasma rifle has higher DPS than any Spinfusor currently in the game, and this 1 does more, then yes, it's going to be OP.

800 base damage per mine

You can place 4 mines and there doesn't seem to be any damage loss for being hit by multiple (so 2 mines will do 1600 damage)

I dunno if you know but he's also only using the models and animations currently in the game, the damage and rate of fire may be radically changed and might even be what he's set himself
