That movie was put on hold quite awhile ago, and I'm pretty sure it won't ever be made, at least not by Peter Jackson and Neill Blomkamp.
Also when it was put on hold because of a lack of funding, Peter Jackson and Neill Blomkamp went on to produce and direct District 9. :v:

The problem with this is that those are actually enjoyable and good series. Unlike halo in my personal, very dear opinion.

But then again, it was the only game around during that time with fully destructable envirovement and character customization.
