That's a limitation of the tool, not the game. He's locked some stuff off (notably creating items that aren't guns) because he hasn't gotten them fully working yet.

Yeah it doesn't matter if you're level 50, you have to beat the Warrior.
You might have to save and quit then continue, not just reload the zone
