I am level 30 and about to hit the final boss, but I am pretty sure I need to level up one more time, but the underdome style missions are pretty much all I have left.
What's a good boss to grind at level 30?

It's worth levelling goliaths up to god level, they drop so much good loot.
Especially loot goons, but they can be a bit tricky since the siren cant phaselock him. Taking him on solo as zero I dont know how that would play out.

So the game just crazy and its reverting my skill points
as example i had buy a new skil lwith my skill point when i was level 19, load save level to 20 and the new skill was deactivated!
is there any way to add myself more skill points or someting?
Is there a way to reallocate skill points I invested 2 extra into the "Hard to Kill" skill thanks to my class mod, but now I found a better version of the same class mod except it adds to different skills, however when I change class mods the skill I had developed past 5 (to 7/7) becomes 5/5 and there's no way to re-use those 2 extra skill points as they simply disappear (until I equip the mod again).

go to one of the info stations or whatever where you can change your skin and there's a respec option there

I don't think there's any that actually change the limit, they just add points.
If it did actually change the limit, go to the customization station and reset your skill points.
I'm dumb, didn't even remember to check the station, I knew it was possible in BL1 and I just assumed they had gotten rid of it on BL2 :v:

Went through Lynchwood, which I am now referring to Hellwood for obvious reasons, to get the Bane. Yeah, not worth it. Powerful, but hot damn, the slow is way too much. I'd understand a slight slowdown but making you crawl on all fours is not cool. Sigh, I want a legendary already...

You don't seem to understand how class mod works. They don't increase the "Max level" of a skill, but gives direct bonus to both the "Current level" and "Max level" of the skill. Here's how it works:
+X "Y skill".
Now you first need to unlock the "Y skill", so you'll spend one point in there, making it 1/5.
Then, the class mod bonus applies, giving you +X/+X
So your skill will now be 1+X/5+X. You still need to spend another 4 points to max it up.
Whatever you do, you do not spend more points in the same skill.
Example :
+3 "hard to kill"
Okay, unlock the "hard to kill" skill, making it 1/5. Then the class mod will apply and give me 1+3 / 5+3. So I'll be at 4 / 8. I will need to spend 4 more points to get 8/8.
When I unequip this class mod, the bonus will dissapear, so 8-3 / 8-3 , resetting the skill at 5/5.

In Borderlands 1, if I aimed at an enemy's head with a sniper rifle and shot, the enemy would turn around instantly and probably dodge the bullet.
It was bullshit and happened all the time.

Well yeah, BL2 is what you get when you start with BL1 and improve nearly everything. Old games will nearly always have that clunky feel to them compared to new ones, assuming they've been engineered well.
I've been farming BNK-3R for three hours. Got a Bitch SMG on like my third run, and nothing noteworthy since. I'm gonna find that fucking head though. Figuring about two minutes a kill and shorter, I'm at 100 so far.
