The scaling system in this game really fucking annoys me. There's no indication of how it works exactly, the sensible choice would of been for it to constantly scale to your level. But nope, unknown complex system it is.

Each area scales its enemies to whatever value above your level when you first set foot there as far as i can tell.

Complex system? Everything has a set level until you reach level 50 at which point everything is scaled to level 50, it's the only moment where scaling is used.

Yeah, the enemies in the Wildlife Preserve were a higher level than everything in Oppertunity was for me. How does that even work?
I remember doing the bunker quest and all the enemies were 3 levels above me, so I spent a long time levelling up 3 times only to come back and find them 3 levels below me.

I found this too, the level scaling in this game could be better.

If you mean the NPCs in Sanctuary who praise and worship you, its a joke from the Cult Following mission. Lilith remarks that being someone's God to be worshiped isn't worth it after the Vault Hunters save the would-be sacrifices. The joke being the ones saved immediately worship the vault hunter for saving their lives.
If you mean the original vault hunters, then yes the whole Wilhelm thing was pretty dumb, though in retrospect Jack wanted him to die in order to have the vault hunters get the hacked power core.

So that automatically makes them a semi-fourth wall breaking reference to vault hunters? That's pretty poor logic. Following that train of thought Varkids must be mutant vault hunters too because they can also become stronger. Realistically Goliaths probably weren't intended to be thought about too much. The reason they can level up is because its a fun game mechanic. There's likely nothing more to it than that. If there was it would have been hinted at or full on explained within the game, especially considering that slag experimentation logs are collected in a side quest, a perfect place to explain something like that.
